If your ISO lacks the EFI\BOOT\bootx64.efi file:

  1. Extract the ISO contents to a folder (e.g., C:\Win7_ISO).
  2. Navigate to the sources folder. Delete install.wim (temporarily) to save space – no, wait, better: use a tool like 7-Zip to copy the efi folder from a Windows 10 ISO (yes, it works).
  3. Copy the efi folder from a Windows 10 64-bit ISO into the root of your Windows 7 extracted folder.
